Define the terms of reference, scope and limitations for the maintenance plan – Facilities Management (FM)

Stage One – Technical audit and review of existing maintenance plan systems and procedures

Stage One establishes a clear, documented framework for the Maintenance Plan. It defines the commercial terms, technical scope, limitations and governance structure so that all subsequent stages are delivered against an agreed, auditable baseline.

The Technical Audit should identify the aims and objectives of the Maintenance Plan, covering as many of the following points as appropriate:

  1. Confirm pre-qualification procedures, legal entity, contract term and envisaged start date.
  2. Evaluate systems in place for asset registers, work planning and control, and record keeping.
  3. Compile an organisational tree showing responsible persons for health and safety, department heads and branch managers.
  4. Determine and agree management objectives, review frequency and participants for the management reviews.
  5. Review existing systems installed and identify any mission-critical assets, documenting any ongoing problems.
  6. Agree the standards or codes of practice to be adopted, relevant to the systems installed.
  7. Confirm the premises portfolio, addresses, contact details, business activities, employee count and access times.
  8. Record matters concerning health and safety, including inductions, work permits, policies and R.A.M.S.
  9. Review existing in-house resources, supply chain arrangements and any TUPE obligations.
  10. Identify any specialist machinery or hired-in access platforms required.
  11. Review the current maintenance plan, including record keeping, renewal dates, costs and notice periods.
  12. Establish a clear understanding of the accounting process to be followed in relation to purchasing.
  13. Produce a gap analysis between the systems installed and the existing service provision.

Key outputs from Stage One:
A documented technical and commercial baseline for the Maintenance Plan, including confirmed scope and limitations, agreed standards, defined responsibilities and a prioritised list of gaps and risks to be addressed in subsequent stages.
